Being a senior figure in the Upper House, obviously I can't express a personal opinion on the chap.

Much like the government of the day can't bring pressure to bear and influence big businesses and the banks releasing future plans that may frighten the financial markets and the public at large, and sway undecided voters regarding the Scottish independence vote.
